Bassmasters Bylaws
Article I – Name and Purpose
Section 1: Name
This Chapter shall be called the Crown City
Bassmasters of Cortland, N.Y.
Section 2: Purpose
(a) To stimulate public awareness of Bass fishing as
a major sport.
(b) To offer our state conservation department our
organized moral and political support and encouragement.
(c) To promote full adherence to all conservation
codes and to demand adequate water standards and legal
enforcement of existing regulatory standards.
(d) To detect and report any polluter and call public
and political attention to his crime.
(e) To improve our skill as Bass Anglers through a
fellowship of friendly exchange of expert Bass catching
techniques and ideas.
(f) To promote and encourage youth fishing and a love
for this great recreation.
(g) To function as a dynamic and effective link with
other chapters embracing the principles and purposes of
Bass Anglers Sportsman Society (B.A.S.S.).
Article II – Membership
Section 1: Number of Members
(a) The Chapter must maintain at least 6 members that
are members in good standing of; B.A.S.S., National
B.A.S.S. and NY State B.A.S.S. Federation
(b) There is no maximum limit on the number of
members in the Chapter. A limit may be placed on
membership if tournaments become unmanageable or fish
mortality becomes unacceptable.
(c) Some imbalance is to be expected but Non-Boaters
should not exceed Boaters.
Section 2: Requirement for Membership
To become a chapter member, a person
shall:
(a) Voluntarily express a genuine interest in
membership.
(b) Must be a B.A.S.S. member in good standing. If
B.A.S.S. membership is not maintained and current all
weights, points, prizes and cash winnings will be
revoked for the period of lapse.
(c) Be a National B.A.S.S. member in good standing.
(d) Be voted on by the members at a regularly
scheduled meeting. Vote shall be by secret ballot and
affirmation must be 2/3 of all members present.
(e) There will be a 12 month "probation" period to
determine a new members suitability for this Chapter.
Section 3: Membership Dues
(a) The Chapter membership dues shall be $10.00
annually, payable upon being voted into the chapter.
(b) National B.A.S.S. dues will be collected by the
Chapter and paid as specified by B.A.S.S.
(c) State dues should be paid directly to the NY
State B.A.S.S. Federation Nation by any individual who
wishes to participate at the state level or support the
State Federation.
(d) NY State Federation Nation membership will be
paid by the Chapter for the; Chapter President, Vice
President, Secretary, Treasurer, Membership Chairman and
Tournament Director during their term of office. State
dues or equal compensation will not be paid for these
Chapter Officials if they are Life Members of the State
or if they qualify for free State Membership from some
other source.
(e) Associate members are members that pay Chapter
dues only but they must maintain Primary Membership, in
good standing, with another NY State Federation
Affiliated Chapter.
Section 4: Six Man Team Members
The Six Man Team will represent the
Chapter at the NY State Club Team Championship (CTC).
The Team will consist of: the Top 5 in the points
standings and the Top non-boater in the points standings
will fill the 6th spot on the team. All team
members must be NY State Federation Nation members in
good standing by the August meeting of the qualifying
year. The top 3 in the points standings will be
considered "Boaters" and unless they opt for a
non-boater position must take their boat to competition.
If the top non-boater is in the Top 5 he will maintain
that position and the next person in the pointsstandings
will fill the "non-boater" 6th position. If
someone in the "top points" position is not eligible to
fish at the State Level the next points person lower in
points, who is eligible, will fill that position. If no
eligible "points leader" wants to take a position or is
unable to attend the tournament the Chapter Officers can
fill the next open position in order as listed in
Article III, Section 1 and 1A. The Six Man Team will
have their CTE tournament registration fees paid and
will receive $100 per man to help defer tournament
expenses. The team will split all prizes amongst
themselves as awarded, team or individual. It is highly
recommended that the team raise and share additional
money to defer the high cost of these events. A separate
sponsor for team shirts is also recommended.
Article III – Officers, Elections,
Vacancies and Eligibility
Section 1: Officers and their duties
The officers of the chapter shall
consist of:
(a) President: Preside over all meetings and direct
all official business, appoint and direct all committee
functions and supervise all club functions.
(b) Vice President: Assist the President in his
duties and preside over the Chapter in his absence. Act
as program chairman and Awards Dinner Chairman.
(c) Secretary: Maintain accurate minutes of all
meetings and read the minutes of the previous meeting,
maintain regular liaison between chapter and B.A.S.S.
national headquarters. Maintain historical records.
(d) Treasurer: Maintain accurate financial records
and report at each meeting, pay bills against the
Chapter, maintain checking and savings accounts, work
with or act as the Membership Chairman as needed.
Present a budget and State of the Finances to the
Chapter in May.
Section 1A: Committee Chairs and their
duties
The President shall appoint these
positions:
(a) Tournament Director: Preside over all Draw
Tournament pairings, tournaments and weigh-ins.
Coordinate the tournament committee in their duties at
all functions. (I.E.: maintain the partner/weigh-in
board, collect data at each tournament, select award
winners for the year, enforcement of tournament rules,
disbursement of tournament prizes, decide launch times
and locations, maintain tournament measuring equipment,
work with the Secretary to maintain tournament records,
selection of tournament waters, annually review
tournament rules with the club officers and recommend
changes as needed.
(b) Membership Chairman: Collect National and Chapter
dues and record and maintain a record of all Chapter
members and their current contact information and other
information the Chapter deems necessary for each member.
Interact with the Treasurer to deposit and pay all
National dues and Officer’s State dues as required in
Article II Section 3. Provide contact information to the
Chapter Officers as needed. Preside over membership
recruitment. Maintain the club roster with B.A.S.S.
Maintain a list of members and associate members in good
standing for voting, tournament and insurance purposes.
Maintain records of insurance for each member as
required.
(c) Webmaster: Maintain and update the Chapter
website and message board. Monitor the message board to
ensure that the content is appropriate and block access
to anyone posting inappropriate material. Coordinate
with the Treasurer to ensure all hosting fees are
current.
(d) Team Bass Director: Select and maintain a
committee to organize and run the Crown City Team Bass
trail. The Team Bass Director and his committee will be
responsible for maintaining all aspects of the Team Bass
trail and they will maintain separate tournament rules
that apply only to Team Bass tournaments.
Section 2: Elections
(a) Officers will be proposed at the October regular
meeting.
(b) An annual election of officers shall be held the
November regular meeting.
(c) Election shall be by simple majority of members
present.
(d) Voting for each officer shall be held separately,
in order as listed in Article III, Section 1.
(e) Associate Members do not have any voting
privileges.
Section 3: Eligibility of Vote
(a) Each member is entitled to 1 vote.
(b) Proxy votes are not permitted.
(c) Associate Members have no voting privileges.
Section 4: Term of Office
The term of office is for one year, which shall begin
at the end of the last meeting day of December. The
Original slate of officers shall serve through the last
meeting day of the following December or when the
successor assumes office.
Section 5: Vacancies
In the event of an office becoming vacant,
nominations shall be asked and an election held to fill
the unexpired term of the individual vacating the
office.
Section 6: Eligibility for Holding
Office
To be eligible for an office a member
must:
(a) Have been a member for 12 months.
(b) Have attended at least 2/3 of the chapter
meetings and 2/3 of chapter functions
(c) Have shown an active interest in all chapter
functions.
Article IV – Method of Amending the
Constitution
Section 1: Amending the Constitution
and By-Laws
The Constitution may be amended at any regular
meeting by a 2/3 vote of the members present, provided
notice of the proposed amendment has been presented to
the membership at least one regular meeting prior to
vote. Associate members have no voting privileges.
Article V – Removal of Membership
Section 1: Removal of Membership
A member shall be dropped the from membership role
for the following:
(a) Failure to pay dues.
(b) Any action which would reflect dishonor and
disgrace on this Chapter.
(c) A voting member’s failure to attend 50% of the
chapter meetings and 50% of the Chapter’s Draw
tournaments during a 12 month period.
Article VI – Meetings
Section 1 – Meetings
(a) Regular Chapter meetings will be held once per
month in the Cortland, NY (Crown City) area.
(b) Two Officers meetings are recommended one before
and one after the tournament season, to help set the
Chapter agenda.
(c) Formal meetings should be as brief as possible
and all proposals should go through the appropriate
Chair or Officer prior to being announced at the
meeting.
(d) All speakers need to be approved by the President
or his designee.
